On November 5, 2026, Finance Minister François-Philippe Champagne tabled Budget 2026: Masters of our destiny. The release cites $22 billion in new affordability measures, $400 billion in capital over six years, lower deficits, and spending growth cut from 8% to 2%.
For workers, the sharper question is what changes grocery money, take-home support, fuel, caregiving help, and bank or credit rules. Those proposals sit in Chapter 3, A more affordable life. Figures below come from that chapter. They remain proposals until Parliament passes them, and many start in 2027.
Groceries and essentials: a one-time 2027 supplement
The Canada Groceries and Essentials Benefit already reaches more than 12 million people with low or modest incomes. Budget 2026 proposes a 2027 Supplement: a one-time 50% increase for the 2026-27 benefit year, paid in early 2027.
Maximums: up to $339 for a single person without children, and up to $679 for a couple with two children. Combined with the June 2026 top-up and the 25% July 2026 increase, total 2026-27 support would reach up to about $1,290 for a single person without children and $2,570 for a couple with two children. Finance Canada puts the extra support at $4.1 billion and expects it to lift an additional 120,000 people out of poverty in 2027.
If you already get the benefit, watch CRA messaging in early 2027. Most people do not apply separately once they file.
Build Canada Workers Benefit: more help, later cash for some
Budget 2026 proposes the Build Canada Workers Benefit, enhancing the Canada Workers Benefit from the 2027 taxation year. The minimum earnings threshold would fall from $3,000 to $500 (and from $1,150 to $200 for the disability supplement). Maximum benefits would rise to $1,859 for singles without children (from $1,709) and $3,143 for families (from $2,943).
About 1.9 million low-income workers would get higher benefits, including 180,000 new recipients. Lowest earners could receive up to $675 more, or nearly $1,000 more with the disability supplement. Finance Canada estimates a lift of 240,000 people out of poverty.
Timing matters. Advance payments would be halved for the 2027 tax year from July 2027, then eliminated from the 2028 tax year, with the full entitlement paid after filing. Some people could qualify for more overall but wait longer for the cash.
Caregivers, fuel, and heat pumps
The Canada Caregiver Credit would become fully refundable, up to $1,260 a year in 2027 (indexed after that). About 585,000 caregivers would get support, including 180,000 who currently get nothing. Funding is $845 million over four years from 2027-28, with an estimated lift of 15,000 people out of poverty.
Fuel excise tax relief would stay fully suspended through the end of January 2027, then run at 50% of pre-suspension rates until the end of March 2027, and return to standard rates on April 1, 2027. While full relief is in place, savings are up to 10 cents per litre on gasoline and 4 cents on diesel, or about $5 on a typical 50-litre fill. The extension adds an estimated $2.9 billion in relief, for about $5.3 billion total in 2026-27.
A National Heat Pump Rebate Program would put more than $2 billion over eight years from 2026-27 toward up to 820,000 households. Finance Canada says switching from oil, propane, or electric resistance heating can save an average of over $1,400 a year.
Bank fees, credit cards, and payday loan rules
Chapter 3.3 also signals consumer-finance changes. The government intends to require annual bank fee statements. It will consult on applying credit-card payments above the minimum to the highest-rate balance first, as in Quebec. It also intends to amend the Criminal Code payday lending exemption in section 347.1 to extend the minimum repayment period to 42 days, require instalments, and prohibit credit insurance on payday loans. NSF fees at federally regulated banks are already capped at $10 (since March 2026). FCAC’s Bank Fee Review estimated NSF fees exceeded $1 billion in 2025.
These are intentions and consultations, not finished law.
What to do with this if money is tight
- Confirm benefits you already get. After you file, check My Account for the Canada Groceries and Essentials Benefit and any workers benefit, and watch CRA notices in early 2027.
- Watch 2027 timing. Larger workers benefits may arrive later once advance payments shrink. Plan cash flow around filing season, not mid-year top-ups.
- Separate one-time help from a structural shortfall. A grocery supplement or fuel relief can soften a month. It does not fix a budget that is short every payday.
